According to the Hawks, Phumza Phoshee Gambula's arrest followed a three-month intensive prosecution-led investigation into Covid-19 'awareness services'.

'It is alleged that the company and its sole director intentionally submitted fraudulent documents to various municipalities purporting that she conducted door-to-door awareness campaigns for the prevention and containment of [the] Covid-19 pandemic to the rural communities of Port St Johns, King Sabatha Dalindyebo and Mhlonto local municipalities', Hawks spokesperson Captain Katlego Mogale said.

Mogale said she then invoiced the three municipalities to the tune of more than R4.8 million for services that were partially rendered with fraudulent supporting documents.
Between March and June 2020, during the stricter levels of the Covid-19 lockdown, Gambula's company, Phathilizwi Training Institute, submitted two invoices of R3 036 000 and R1 821 600 to the municipality.
The Serious Commercial Crime Investigation team arrested her on Thursday morning.

Gambula and her company appeared in the Specialised Commercial Crime Court sitting at the Mthatha Regional Court on two charges of fraud.
National Prosecuting Authority spokesperson Sipho Ngwema said Gambula was released on R20 000 bail.
Ngwema said the case was postponed to 30 October for further investigations and for it to be transferred to the Regional Court.

Vuyiswa, who has always been giving her husband moral support since his arrest, yesterday tried all in her powers to avoid the camera when she entered the High Court premises.
She also avoided the camera when inside and outside of the courtroom where the matter was heard.
Shongwe was arrested on January 21, 2018 in connection with the murder of businessman Victor Gamedze, who was shot dead while at the Galp Filling Station, Ezulwini in the evening of January 14, 2018.

While inside the courtroom, Vuyiswa would face the opposite direction or down to make sure that her face was not captured.
Her relatives were also on their guard against photographers. They informed her each time they suspected that photographers wanted to take a picture of her. Vuyiswa faced the opposite direction even when she left the courtroom.

There was a point where she personally told this reporter not to take pictures of her.
“Wena yekela lolokwentako,” she said calmly in vernacular loosely translating to: ‘stop what you are doing.’
Meanwhile, one of the State witnesses caused laughter when he literally ran away from photographers.
Mxolisi Mbuyisa took to his heels as he took the first step outside the courtroom. This after he had testified in Shongwe’s trial.
Mbuyisa had earlier pleaded with the photographer not to use the flash light, stating that he had eye problems.
Other State witnesses requested to view their pictures before they left the court premises.
Also noted was that out of the nine witnesses who were led yesterday, only a few took more time in the witnesses stand.
It was Shield Guest house Manager, Ntombifuthi Masuku, who spent more time when being cross-examined by Shongwe’s defence counsel Advocate Laurence Hodes.
Advocate Hodes also grilled former Solani’s Shisanyama employee Nonduduzo Zwane.
The other witnesses took less than 15 minutes each.
